Peer Review Process
Every manuscript submitted to Jurnal Hukum to-ra: Hukum untuk Mengatur dan Melindungi Masyarakat is processed through a rigorous editorial and peer-review system to ensure academic quality, originality, and relevance to the journal’s scope. The Editor-in-Chief assigns the manuscript to the Managing Editor for further handling. The Managing Editor then appoints at least two reviewers to evaluate the manuscript.
All manuscripts are reviewed through a double-blind peer-review process, in which the identities of both authors and reviewers are concealed from each other throughout the review process. Prior to review, each manuscript is also screened using Turnitin, with a maximum similarity tolerance of 30%.

Workflow of Manuscript Review
The general flow of manuscript handling, from submission to publication, is illustrated below:

Summary of Review Steps
- Manuscript submission by the author (Route 1).

Possible Editorial Decisions
After considering the reviewers’ comments, the editor or editorial board may reach one of the following decisions:
| Accepted | The manuscript is accepted as it is and will be published in its current form. |
| Accepted with Minor Revisions | The manuscript is accepted subject to small corrections within the time specified by the editor. |
| Accepted with Major Revisions | The manuscript may be published provided the author makes substantial revisions based on the reviewers’ and editors’ recommendations. |
| Resubmit | The manuscript is conditionally rejected but may be reconsidered in a new round after major revision. |
| Rejected | The manuscript is rejected and will not be reconsidered for publication. |
