Jurnal Hukum to-ra: Hukum untuk Mengatur dan Melindungi Masyarakat provides immediate open access to all published articles on the principle that making research freely available to the public supports a wider exchange of knowledge, promotes academic visibility, and strengthens the contribution of legal scholarship to society.

Jurnal Hukum to-ra: Hukum untuk Mengatur dan Melindungi Masyarakat is an open access journal. All articles published in this journal are freely available to readers without subscription fees, access barriers, or charges to users and their institutions.
Readers are permitted to read, download, copy, distribute, print, search, or link to the full texts of articles published in this journal for lawful academic, educational, research, and public-interest purposes, provided that the original author and source are properly acknowledged.
This policy is in line with the principles of the Budapest Open Access Initiative (BOAI) , which supports free availability of scholarly literature on the public internet while preserving proper attribution to authors and original sources.
