Complaint Handling Procedure & Appeals
Fair, confidential and evidence-based handling of complaints and editorial appeals.
Policy Statement. Jurnal Hukum to-ra, published by the Faculty of Law, Universitas Kristen Indonesia, accepts good-faith concerns from authors, reviewers, readers and other stakeholders. Complaints concerning editorial conduct are distinguished from appeals requesting reconsideration of a specific editorial decision.
1. Scope and Grounds
Complaints may concern procedural unfairness, reviewer misconduct, conflicts of interest, confidentiality breaches, publication delays, copyright, ethical violations or errors in published articles. Appeals must identify a material error, procedural irregularity or significant misunderstanding; disagreement alone does not justify reversal.
2. Submission Requirements
Submit concerns in writing to tora.fh@uki.ac.id, with subject Complaint / Appeal – Manuscript ID or Article DOI. Include the article or manuscript reference, a clear description, supporting evidence, the requested remedy and contact details where available. Specific evidence-based anonymous reports may be considered.
3. Assessment and Independent Review
The Editorial Office acknowledges identifiable correspondence and assesses its relevance and evidence. A complaint may be referred to an independent editor or authorized panel not involved in the disputed action. Parties may be asked for clarification, and relevant institutional authorities may be contacted when necessary. No fixed decision deadline is represented by this policy.
4. Decisions and Appeals
Possible outcomes include clarification, a procedural remedy, reassessment, an independent review, a correction, a referral for misconduct investigation or closure where evidence is insufficient. Appeals are evaluated separately and may uphold, modify or refer the original decision for reconsideration. An appeal does not guarantee acceptance of the manuscript.
5. Escalation and Confidentiality
Unresolved complaints may be referred to a senior independent editorial representative or the Faculty of Law as publisher. Reports are handled fairly and confidentially as far as practicable, while protecting procedural fairness and preventing inappropriate retaliation. COPE guidance may inform decisions; this does not imply COPE membership or external adjudication.
Records: The journal maintains appropriate records of complaints, evidence, correspondence and outcomes, subject to confidentiality and data-protection requirements.
