Plagiarism Policy

Jurnal Hukum to-ra: Hukum untuk Mengatur dan Melindungi Masyarakat is committed to maintaining academic integrity and originality in scholarly publication. All submitted manuscripts must be original works of the authors and must not contain plagiarism, self-plagiarism, duplicate publication, or improper use of other authors’ works, ideas, data, or words.

Policy Statement

Plagiarism and self-plagiarism are strictly prohibited in Jurnal Hukum to-ra. Authors must ensure that their manuscripts are entirely original and that all works, ideas, words, data, arguments, and findings taken from other sources are properly cited, quoted, or acknowledged.

Submitting the same manuscript to more than one journal at the same time is considered unethical publishing behavior and is unacceptable. Authors must also avoid publishing manuscripts that substantially describe the same research in more than one journal or primary publication without proper disclosure and justification.

Author Responsibilities

Originality Authors must submit only original manuscripts that have not been published elsewhere and are not under review by another journal.
Proper Citation Authors must properly cite and quote the works, words, ideas, legal materials, data, or arguments of others.
Acknowledgment Proper acknowledgment must be given to publications and legal sources that significantly influence the submitted manuscript.
No Duplicate Submission Authors must not submit the same manuscript to multiple journals simultaneously or publish substantially the same research in more than one publication.

Plagiarism Screening Process

Every submitted manuscript will undergo a plagiarism screening process before being sent to reviewers. The editorial team will check the manuscript manually and with the support of plagiarism detection software.

1. Submission
Manuscript is submitted by the author.
2. Manual Check
Editorial team checks citation, quotation, and source acknowledgment.
3. Turnitin Check
Manuscript is screened using Turnitin.
4. Editorial Decision
Manuscript is accepted for review, returned for revision, or rejected.

Similarity Threshold

Manuscripts with plagiarism indication or similarity score of more than 25% may be rejected immediately by the editorial board. Manuscripts with improper citation, excessive textual overlap, or suspected self-plagiarism may also be returned to authors for correction or rejected based on editorial assessment.

Unacceptable Practices

  • Copying text, ideas, legal arguments, data, tables, or figures from other sources without proper citation;
  • Paraphrasing another author’s work without adequate acknowledgment;
  • Reusing substantial parts of the author’s own previously published work without disclosure or citation;
  • Submitting the same manuscript to more than one journal at the same time;
  • Publishing substantially similar manuscripts in multiple journals without proper justification;
  • Using fabricated citations, manipulated references, or misleading source attribution.

By submitting a manuscript to Jurnal Hukum to-ra: Hukum untuk Mengatur dan Melindungi Masyarakat, authors agree to comply with this plagiarism policy and accept the editorial board’s decision regarding originality, citation accuracy, similarity results, and ethical compliance.
