Jurnal Hukum to-ra: Hukum untuk Mengatur dan Melindungi Masyarakat, published by the Faculty of Law, Universitas Kristen Indonesia, requires original and properly attributed legal research. Plagiarism, unattributed text reuse, undisclosed duplicate publication and deceptive source attribution are unacceptable. Similarity screening supports, but does not replace, independent editorial assessment.

• Plagiarism: Reproducing another person's text, ideas, legal arguments, analyses, figures or data without adequate acknowledgment.
• Improper Paraphrasing: Restating another work without citation or making superficial wording changes while concealing its source.
• Self-Plagiarism: Reusing substantial previously published text or analysis without appropriate citation or disclosure.
• Duplicate Submission: Submitting the same manuscript to more than one journal simultaneously.
• Redundant Publication: Publishing substantially overlapping work without sufficient disclosure or scholarly justification.
• Source Manipulation: Inventing citations, court decisions, statutory references, quotations, DOI information or other supporting evidence.

Authors must submit original work, cite previous scholarship and legal authorities accurately, use quotation marks or appropriate block quotations for copied text, acknowledge sources of tables and figures, and disclose related publications. Articles derived from theses, dissertations, conference papers or preprints must identify relevant earlier versions where applicable. All authors remain accountable for the integrity of submitted material.

The Editorial Team checks matched passages, source acknowledgment, quotations, legal terminology, references and possible unattributed overlap before determining appropriate action.

The stated similarity threshold in this policy is 25%. A report exceeding this level may trigger clarification, revision or rejection following editorial evaluation. A score below the threshold does not automatically establish originality.

Before publication, the journal may request corrected attribution, revision, additional disclosure or reject manuscripts containing serious or unresolved plagiarism. After publication, substantiated issues may require a correction, Expression of Concern or retraction, proportionate to their effect on the reliability and integrity of the work. Affected authors should normally receive an opportunity to respond.

Similarity reports, manuscript evaluations and related correspondence are handled confidentially within the editorial process. The journal should maintain appropriate records of screening, clarification, revisions and editorial decisions.
